HigherGov alternative for small business contractors
HigherGov earns real credit for something most of this market doesn't do: a genuine free tier and published, self-serve pricing. It also tracks an enormous amount — 200+ sources, SBIR, 7,000+ state/local/education agencies, forecasts published months or years ahead of an RFP. That breadth is the whole pitch. It's also, for a very small or solo shop, more than most people actually use.
What HigherGov actually costs
| Plan | Price | Notes |
|---|---|---|
| Free | $0 | Genuine ongoing free tier — not just a trial |
| Starter | $500/yr | 1 user |
| Standard | $2,500/yr | Up to 10 users; includes SSO |
| Enterprise | Custom | Adds API access, further data depth |
| Free trial | 2 weeks | Business email required, no credit card |
What HigherGov is genuinely good at
Source breadth is real here: SAM.gov, DIBBS, NECO, SBIR.gov, and other federal sources on every plan, plus all 50 states, DC, and U.S. territories from 60,000+ agencies. It also publishes contract forecasts for 400+ federal agencies, some visible months or years before they become an actual RFP, and benchmarks labor pricing against 450,000+ competitor prices across 25,000+ job titles. For a shop doing serious market research across many agencies and verticals, that's hard to match at this price.
Where that breadth becomes more than a focused shop needs
- 200+ sources is a lot to filter alone. Without a team to triage results, breadth this wide can mean more noise, not more signal, for someone bidding in one or two specific markets.
- SBIR, forecasts, and 7,000+ agencies are genuinely useful for diversified business development — less so if you're focused specifically on SAM.gov notices in your NAICS codes plus a couple of named states.
- No proposal or forms help. HigherGov is a discovery and research platform; it doesn't draft a proposal section or fill an SF 1449 to the cent.
The honest comparison
Litdesk's free tier is narrower by design: 10 fit-scored notices a day, built around your specific NAICS codes, plus California, Texas, and New York City state and local bids — not 7,000+ agencies to sift through yourself. If what you need is breadth across every source and vertical, HigherGov's free tier is real and worth using. If what you need is "tell me the handful of notices that actually fit me today," a narrower, NAICS-scored feed does that job with less to filter. Litdesk is also paired with a proposal builder (Capstat) and GSA labor-rate pricing (Awardlevels) in one suite, which HigherGov doesn't offer.
