For small federal contractors

Independent software, not a government website. Registering in SAM.gov is free at sam.gov.

Bid on federal work with facts you can check.

Find the notices worth your time, price against the ceiling rates GSA has awarded on its schedules, and draft a response that never invents a credential. Three tools that work alone or together.

You sign and submit. We never do it for you.

Checking data freshness…

Free tools · no account needed

Check your company, your market, and your rates in seconds.

Straight from public government data: federal award records, today’s SAM.gov notices, and GSA awarded labor rates. Nothing to sign up for.

Our honesty promise

Contracting officers check facts. So do we.

A proposal is a promise to the government. Here is exactly what we do, and what we will never do.

Data
We do: Use public government data only for market facts: SAM.gov, USAspending, GSA CALC, Grants.gov and official state and local open-data feeds. Each figure names its source; our own calculations (fit scores, loaded rates) show how they were worked out; AI-written text is labeled as AI. Each page shows when its data was last refreshed.
We don't: Buy lists, scrape private sites, or show a number we can't trace.
Drafts
We do: Write only from records you've verified. Anything missing is marked [NEEDS INPUT] for you to fill.
We don't: Invent a credential, a past contract, a certification, or a number.
Submitting
We do: Hand you a package with an automated check of page limits, fonts, file sizes, signatures and amendments. The check can miss things, so read the solicitation's instructions yourself. You sign it and send it. The solicitation and the contracting officer govern.
We don't: Submit a bid, sign a form, or certify anything on your behalf.
Math
We do: Fill form prices exact to the cent, and mark a requirement met only when you've marked a matching record as verified. We don't yet check certifications with SAM.gov or the SBA, so keep your proof handy.
We don't: Round in our favor or call a requirement met on a guess.
Pricing
We do: Publish every price on this page. Your renewal date is always on your account page, and you can cancel there anytime.
We don't: Make you call sales, add hidden fees, or hide the cancel button.
Free things
We do: Link you straight to sam.gov, where registering is always free.
We don't: Charge you for SAM.gov registration or anything the government gives away.
Your data
We do: Keep your company's records separate from every other customer's.
We don't: Sell or share your data, or run ad trackers.

See exactly where our data comes from on the data sources page, and how we protect it (and what we don't have yet) on the security & data page.

Three products

Each one stands on its own. Together they close the loop.

Capture radar

Litdesk

Find the notices worth your time.

Learn more about Litdesk
  • SAM.gov notices from every industry, collected daily and scored against your NAICS codes, plus agency forecasts months before the RFP
  • California, Texas, and New York City state and local bids from official open-data feeds: Los Angeles-area agencies, City of Austin, TxDOT, and NYC Current Solicitations
  • Recompete radar and past awards: who won similar work, for how much, against how many offers
  • Requirements, forms, clauses and deadlines found in the solicitation's readable text, each quoted with its page; pages we can't read (scans) are listed so you can check them yourself
  • What changed in each amendment, a daily fact-check of every bid you pursue, and color-team review checklists
  • Cost of the contract: labor, travel, equipment, and compliance costs, plus competitors and local partners
  • Pursuit pipeline with owners, next steps, contacts, and a full change history

  • Proposal sections drafted only from records you've marked verified; every sentence cites its evidence

  • Qualification check: a requirement is met only when you've marked matching proof as verified (you confirm it; we don't check it with the government yet)
  • Capability statements, Sources Sought letters, bid package, and Excel compliance matrix
  • Teaming finder: primes that subcontract, active subs, and OASIS+ holders by pool

Better together

From notice to response package on one guided path.

With a Suite license, the three products pass work to each other. Every notice opens with an eleven-step path in plain English: read what they want, see who won before, count the cost, decide, reach out, price, check you qualify, write, review, fill the forms, and run a final package check. Each step names the product that does it and has one button.

  1. 01

    Find

Litdesk scores the notice, checks eligibility, and pulls the full text and requirements.

  2. 02

    Price

Awardlevels suggests labor categories from the notice and prices one full-time person per role for a base year and four option years (3% yearly increase) at low, middle and high GSA ceiling rates. Adjust roles and hours before you rely on it.

  3. 03

    Respond

Capstat ranks your past performance and drafts the Sources Sought letter and capability statement.

  4. 04

    Decide

One zip: bid decision, outline, compliance matrix, pricing sheet, and Word drafts. Gaps are listed, never guessed.

Decision support only. Nothing is ever submitted on your behalf.

Questions people ask

Is the free plan really free?

Yes. No card, no trial clock. The limits are the ones in the table above, and they don't expire.

Who does a plan cover?

One plan covers one company’s data. Solo plans are for one person; Team Suite lets three people share the same company records.

How do I cancel?

From your account page, anytime. Cancelling stops future charges, and you keep access until the end of the period you paid for.

How do discounts work?

One discount per account, the largest you qualify for, never more than 30% off. Military and public-service discounts get a quick review; hardship discounts rely on your word. Each is confirmed again once a year.

What's the difference between an AI draft and a proposal?

An AI draft is one AI-written section (for example, a technical approach) or one relationship email. It uses your monthly AI drafts. A proposal is a complete bid document from the Proposal Builder. It uses your monthly proposals, comes with its own AI writing helps, and never uses your AI drafts.

What does adding my own Google Gemini key do?

On the Free plan it adds 5 AI drafts a month. On every paid plan it adds 15 AI drafts a month and 10 more AI writing helps on each proposal. It does not add proposals; those come from your plan and top-up packs. Google bills any cost to your own Google account, and Google's free tier has its own daily limits.

How do proposals and top-up packs work?

Every plan includes complete proposals each month (see the table). A proposal counts once, the first time you generate it. Edits, re-generating and downloading again are free. Top-up packs work on every plan, never expire, and are used only after your monthly proposals run out.

Do you submit bids or sign forms for me?

Never. We help you find, price, and prepare. You review, sign, and submit.

How do you take payment?

Through Stripe, by card or U.S. bank account. We never see or store your full card or bank details.

How we compare

The two competitors that publish prices, side by side.

Most GovCon tools only quote after a demo, so we can't compare them fairly. These two publish their prices. We show where they beat us, too.

Choose us if…

you bid federal work, want to compare your labor rates with GSA's awarded ceiling rates, and need drafts and official forms you can defend line by line. Start free and pay only when it earns it.

Choose them if…

you mostly chase state and local bids, need a large contacts database or an API today, or have more than three people on the account. That's an honest gap on our side.

Checked September 30, 2026 from their public pages: HigherGov pricing · GovTribe plans. “Not listed” means we couldn't find it on their site, not that it doesn't exist. See something wrong? Tell us and we'll correct it.
