Government contracting & consulting
Jackson Lopez Holdings LLC (JLH) helps public agencies and small businesses get work done the correct way — not the easy way, not the impressive-sounding way, the correct way. We go after government contracts ourselves, help other businesses figure out how to sell to the government, and build software that makes the whole process less confusing. It starts with telling the truth, even when that's not the easy thing to do.
What we do
We go after federal, state and local contracts ourselves — sometimes alone, sometimes teamed up with other companies — and when we say we'll deliver something, we put it in writing and we deliver it.
We help small businesses figure out government work from the ground up: getting registered, finding opportunities actually worth chasing, understanding what's required, and putting together bids that are honest, not just polished.
We build Federal MVP Suite ourselves — software that walks a small business through each step of a bid, from finding the notice to double-checking the final package before it goes out.
What we offer
The same honesty we bring to contracting and consulting is built into the software: nothing invented, nothing overstated, every figure traced to a public source.
A daily opportunity queue from SAM.gov, select state and local portals, agency forecasts and Grants.gov, fit-scored to your NAICS.
Capability statement, Proposal Builder and a Relationship Dashboard. AI drafts are checked against your own uploaded records before they're shown.
Real, already-awarded GSA Schedule labor rates, so you price against what the government has actually paid, not a guess.
Our foundation
These aren't words on a wall. They're how we actually decide what to take on, what to turn down, and how we treat the people we work with.
We tell people the truth, even when it's not what they were hoping to hear.
We don't stretch our experience, our results, or what we're actually capable of — not even a little.
Clear pricing, clear terms and clear answers, with agreements in writing.
We show up, follow through and finish what we start.
We treat everyone — clients, partners, the people at the agencies we work with — the way we'd want to be treated.
We focus on what will actually solve the problem, not on what sounds impressive.
See it in action
Leadership
Isabel Otero
Chief Executive Officer
Isabel Otero leads JLH the same way she lives the rest of her life — hard-working, family-first, and genuinely happiest when she's helping someone or brightening their day.
Before JLH, Isabel spent years in direct community service, enrolling homeless neighbors, seniors, people with mental health conditions and disabled veterans in California LifeLine phone and data service across the state, from Los Angeles up through the Central Valley. She worked with the state's enrollment line herself, in English and Spanish, and once helped complete 111 enrollments in a single day. She also supported homelessness outreach in the City and Port of Los Angeles, including initiatives with Councilman Joe Buscaino and Supervisor Janice Hahn.
Service runs in her family: her child is a service member in the United States Navy. That example of dedication shapes how Isabel leads, with steady work, honesty and care for the people around her.
That same care shows up away from work, too. During the pandemic shutdown, when families couldn't gather, Isabel organized drive-by birthday celebrations for people who'd otherwise have celebrated alone, bringing the cake, balloons and signs herself so families could wave, take pictures and feel celebrated from a safe distance. Even with a full schedule, she has volunteered at an elementary school as a teacher's assistant, putting up decorations for school events and making project folders so kids had what they needed for a better learning experience.
Isabel is a Mexican-American woman in small business, and she's just as committed to helping other women- and minority-owned small businesses earn their piece of the American Dream as she is to building her own. Whatever she takes on, she follows through completely, through work ethic, tact and transparency, one honest relationship at a time.
Solutions in truth.
